Poorest most vulnerable, who don't have access to communication methods favoured by Authorities. These damaged People are being invited to come forward try to apply for the payment if..?...BIG if.. they are struggling to get by. They need to apply to their local council, which will be making the payments.
However information is limited, conditions for applying are difficult to understand. Along with converluted waiting period.
It's not easy for such folks. I try to help but could spend 4 hours alone getting to correct information. Those who must support do not have Pastoral nor emotional empathy to assist.
Individuals get damaged, communities get exhausted. System error becomes normalized.
Then you hear....'Or but we offered all the supported required, but take up was very small."....
Then to compound my own argument.
