should develop and encourage

• Initiative, team work and flexible approaches
  
• Personal and professional development
  
• Openness to new ideas and approaches

So Kevin's left asking if this is what the government thinks we need to do to learn, Why are not the churches using these methods from the pulpit on sundays?
preachers just like telling us what to do
plus taking an hour or more to do it.
